XI. Technical Requirements
The tender technical documents set out the minimum requirements, do not provide for all details, and do not fully quote the relevant standards and specifications. The Bidder shall guarantee to provide a full set of high-quality products and corresponding services in accordance with the requirements of the Bidding Technical Documents, national standards and relevant international standards. The relevant national safety, environmental protection and other mandatory standards, to meet its requirements. If the standards quoted in this bidding technical document are inconsistent with the standards currently implemented by the bidder, the higher standards shall be applied.
The manufacture, inspection, test, packaging and transportation, service, documents and supply of the cables provided by the Bidder shall meet the requirements of the technical documents for bidding and relevant standards and specifications. Any deviation from the adopted standards shall be listed in the Bidder's offer, otherwise it shall be deemed that all the products of the Bidder meet the requirements of the listed standards, and the Tenderee shall not be obliged to find any non-conformity not separately listed in the deviation table.

1.3 Technical Requirements
1.3.1 General
The Bidder shall be fully responsible for the cable design, material selection, cable manufacturing, finished cable products and the technical performance, applicability and reliability of the materials provided.
If the Bidder does not raise objections or deviations in writing to the provisions of this Specification, it means that the cables provided by the Bidder fully comply with the requirements of this Specification.
The Bidder shall comply with all Chinese national standards and relevant international standards, and the cost of special certificates and inspections required shall be included in the bid. The Bidder shall be responsible for the coordination and cooperation of its subcontractors to ensure that the cables and materials meet the technical requirements of the specifications.

1.3.4 Technical requirements for power cables
1.3.4.1 10kV three-core power cable voltage level: U0/U is 8.7/15kV, the highest voltage is 17.5kV.
1.3.4.2 Conductor
The conductor material shall be the first, second or fifth high-conductivity soft round annealed copper wire conforming to GB/T 3956. The conductor shall be a multi-stranded round conductor, meeting the requirements of GB/T3956 for Class II stranded conductors, and the copper shall have an international conductivity of 100%. The surface of the conductor shall be smooth, free of oil stains, no burrs, sharp edges and raised or broken single wires that damage the shielding and insulation.
The DC resistance of the conductor at 20 ℃ shall comply with GB/T 3956.
1.3.4.3 Insulation
The insulation layer is cross-linked polyethylene, and the insulation shall meet the long-term allowable working temperature of the conductor of 90 ℃, and the short-circuit thermal stability allowable temperature of 250 ℃.
The insulation and the nominal thickness of the insulation shall comply with the requirements of Clause 6.2 of the corresponding national standard GB/T12706.1-2020. The thickness of any isolation layer should not be included in the insulation thickness. For each section of insulated core, the average value of the insulation thickness measurement (approximately 0.1mm as required by the specification) shall not be less than the specified nominal thickness; the minimum measurement value shall not be less than 90% of the specified nominal value and shall be reduced by 0.1mm. The cross section of the insulation layer shall be free of visible defects such as bubbles and sand holes. The nominal thickness of XLPE insulation is shown in the following table:
1.3.4.4 Conductor Shielding
The conductor shield is an extruded semi-conductive layer, which is uniformly extruded on the conductor, with a smooth surface, no obvious twisted wire relief, no sharp corners, particles, scorching or scratches.
1.3.4.5 Insulation Shielding
The insulation shield is an extruded semi-conductive layer, which is evenly extruded on the insulation, with a smooth surface and no sharp corners, particles, burns or scratches.
1.3.4.6 Metal Shielding
It consists of soft copper strips wrapped in overlapping wraps. Nominal thickness: single core ≥ 0.12mm.
1.3.4.7 Outer sheath
The outer sheath shall be of polyvinyl chloride material and the color shall be black extruded layer. The PVC sheath shall be able to meet the requirements of the maximum rated temperature of the XLPE insulated cable conductor, and the surface temperature of the outer sheath of the cable shall not exceed 70 ℃ where people can reach. The PVC sheath shall be effective to prevent moisture from entering the interior of the cable. The outer sheath should be able to effectively prevent damage to the cable insulation caused by ultraviolet radiation. The nominal thickness of the outer sheath of the cable shall meet the requirements of Article 13.3 of GB/T12706.1-2020.
The surface of the outer sheath shall be continuously printed with the manufacturer's name, cable model, voltage, specification, year of production, and meter mark (not allowed to be gravure) with clear handwriting, easy identification and scratch resistance.
1.3.4.8 Liner and filler
10kV cable adopts extruded lining, and the thickness of extruded lining meets the requirements of GB/T 12706.3.
Round insulated core cable only when the gap between the insulated core is filled with a shaped filler core to allow the use of wrap-around type lining.
The lining and filler shall be compatible with the operating temperature of the cable and compatible with the insulating material.
The cable core is allowed to be wrapped tightly in a spiral with a gap using suitable tape before the lining is extruded.
The gap between strands shall be filled with non-conductive waterproof and moisture-proof filler.

1.3.4.9 Metal armour
The type of metal armor is a bimetallic tape armor. The metal strip shall be galvanized steel strip, which shall be cold-rolled steel strip of approved commercial quality. The metal armor of 35kV single-core power cable shall be double-layer stainless steel tape, and the armor shall be round and smooth. The nominal thickness of the armored metal tape shall meet the requirements of GB/T 12706.3.
The single-core cable shall have an extruded inner lining under the armor layer, the thickness of which shall meet the requirements of GB/T12706.1-2020 7.2.3 or 7.2.4. Where armouring is required for multi-core cables, the armouring shall be covered with an inner liner in accordance with Clause 7.2 of the Standard. Where tape armour is used and an inner liner in accordance with Clause 7.2 of the Standard is used, the inner liner shall be reinforced with a tape blanket. If the armoring tape thickness is 0.2mm, the total thickness of the inner layer and the additional tape cushion shall be 0.5mm in accordance with the nominal value of Clause 7.2 of the Standard. If the armoring tape thickness is greater than 0.2mm, the total thickness of the inner layer and the additional tape cushion shall be 0.8mm in accordance with the nominal value of Clause 7.2 of the Standard. The measured total thickness of the wrapped inner layer and the additional wrapped cushion layer shall not be less than 80% of the specified value -0.2mm. The metal tape armor shall be spirally wrapped in two layers so that the center line of the outer metal tape is approximately above the inner metal tape gap, and the tape gap shall not be greater than 50% of the width of the metal tape.

1.3.4.11 Flame and Fire Resistant
The cable with "ZA-" in the cable specification is a flame retardant cable, and the flame retardant grade is A, and shall meet the Class A requirements of GB/T18380.32 and IEC60331.
1.3.4.12 Other requirements
The cable shall be provided with measures to prevent damage from insects/termites, etc. The ampacity of the cable shall not be lower than the requirements of GB 50217 "Code for Design of Electric Power Engineering Cables.
1.3.5 Technical parameters of low-voltage control cable
1.3.5.1 The low-voltage control cable is 0.45/0.75kV copper-core XLPE insulated flame-retardant (flame-retardant and fire-resistant) PVC sheathed armored shielded control cable, and 0.45/0.75kV copper-core XLPE insulated flame-retardant (flame-retardant and fire-resistant) PVC sheathed shielded control cable.
1.3.5.2 Conductor
The conductor material shall be Class 2 high conductivity soft round annealed copper wire conforming to GB/T 3596. The conductor shall be a multi-stranded round conductor, meeting the requirements of GB/T3956 for Class II stranded conductors, and the copper shall have an international conductivity of 100%. The surface of the conductor shall be smooth, free of oil stains, no burrs, sharp edges and raised or broken single wires that damage the shielding and insulation.
The DC resistance of the conductor at 20 ℃ shall meet the requirements of GB/T 3956 and the following table:
1.3.5.3 Insulation
The insulation layer shall be cross-linked polyethylene, and the insulation shall meet the long-term allowable working temperature of the conductor of 90 ℃.
The insulation shall be tightly packed on the conductor and shall be easily stripped without damaging the insulation and conductor. Insulation surface should be smooth, uniform color, there should be no cracks and other damage. The nominal thickness of insulation shall comply with GB/T9330 and GB/T 12706.1. The cross section of the insulating layer shall be free of visible defects such as bubbles and sand holes.
The nominal value of insulation thickness shall comply with the provisions of 6.2.2 in GB9330.1, the average value of insulation thickness shall not be less than the nominal value, and the thickness at the thinnest part shall not be less than 90.1mm of the nominal value, as shown in the following table:

The mechanical and physical properties of insulation shall meet the requirements of tensile strength of XLPE insulation before and after aging ≥ 12.5N/㎜ 2, elongation at break before and after aging ≥ 200, and change rate ≤ ± 25%.
1.3.5.4 Outer sheath
The outer sheath shall be made of PVC and the color shall be gray PVC extruded layer. PVC sheath should be able to meet the requirements of the highest rated temperature of cross-linked polyethylene insulated cable conductor. The sheath layer is tightly packed on the cable core, and is easy to peel off without damaging the cable core, shielding layer or armor layer. The surface of the sheath is smooth and uniform in color. The PVC sheath shall be effective to prevent moisture from entering the interior of the cable. The average value of non-armored cable sheath shall not be less than the nominal value, and the thickness of the thinnest part shall not be less than the normal thickness of the outer sheath, which shall meet the requirements of GB/T9330.
The surface of the outer sheath shall be continuously printed with the manufacturer's name, cable model, voltage, specification, year of production, and meter mark (not allowed to be gravure) with clear handwriting, easy identification and scratch resistance.
1.3.5.5 Liner and filler
The inner lining of metal armored cable shall be extruded or wrapped, and the thickness of the inner lining of non-armored cable shall comply with the relevant national standards.
The lining material shall be non-hygroscopic and suitable for the operating temperature of the cable and compatible with the cable insulation.
The cable core is allowed to be wrapped tightly in a spiral with a gap using suitable tape before the lining is extruded.
The gap between strands shall be filled with non-conductive waterproof and moisture-proof filler.
Thickness of inner lining
The minimum thickness of the inner lining shall not be less than 80% of the specified nominal value.
1.3.5.6 Shielding
Metal shield: a shielding layer made of round copper wire or tinned round copper wire. The weaving density shall not be less than 80%, the weaving layer shall not be connected as a whole, the exposed copper wire head shall be trimmed neatly, and the ingot shall be replaced only once every 1 meter in length.
Overlap wrap with non-hygroscopic tape between shield and core.
1.3.5.7 Metal Armor

1.3.5.8 Core identification
The two-wire group of insulated wire core adopts red and black colors. At the same time, for 2 pairs and more twisted groups, the red and black wire cores are printed with the same white digital code, and the different twisted groups are arranged in a natural order of 1, 2, 3, 4…. The three-wire group adopts red, black and gray colors. 1.3.5.9 Flame and fire resistance
The cable with "ZC-" in the cable specification is a flame retardant cable, and the flame retardant level is Class C, and shall meet the Class C requirements of GB/T18380.32 and IEC60331.
1.3.5.10 Other requirements
The cable shall be provided with measures to prevent damage from insects/termites, etc.
1.4 Finished Cable Marking
The sheath surface of the finished cable shall be provided with continuous marks of manufacturer's name, product model and rated voltage. The marks shall be legible, easy to identify and rub resistant. Finished cable marking shall comply with the provisions of GB6995.3.
1.5 packaging and transportation
The cable shall be properly packed on the cable drum conforming to the requirements of JB/T8137. The length of the cable shall be provided in the whole section according to the model and quantity in the cable list (no broken ends in the middle). The cable length shall be provided in the whole reel according to different specifications, and only positive deviation is allowed. The Seller shall complete the cable distribution table according to the cable list and submit it to the Buyer for review.
The cable shall be wound on the cable reel, the inner end of the cable shall be equipped with a protective cover, and the outer end of the cable shall be equipped with a traction head. The connection between the traction head and the cable conductor shall be able to meet the traction mode during cable laying and the mechanical strength required for pulling the cable of this length. The requirements for the mechanical strength shall be determined by the purchaser and the supplier through negotiation. The cable traction head shall be crimped on the conductor, and the seal with the metal sleeve must be lead seal.
The structure of the cable reel shall be firm, and the barrel part of 10kV power cable and low-voltage cable with cross section greater than or equal to 95mm2 shall be of steel structure. After the cable is wound on the cable reel, it is protected by a guard plate, which can be made of wood or steel plate. If a wooden guard plate is used, the outer surface of the guard plate shall be fastened with metal tape, and the outermost cable surface of the cable reel under the guard plate shall be covered with a layer of hard paper or other materials with similar functions to prevent hard objects such as gravel or cinder from falling between each turn of cable and damaging the outer sheath of the cable during transportation or handling. If a steel plate is used, it is appropriate to use rolling edges or bolts to fix the cable reel instead of welding. The cable reel shall be placed and fixed on the tray smoothly, and welding shall not be used to fix the outer protective plate or tray and the cable reel. Other requirements of the cable reel shall comply with the provisions of JB/T 8137
When transporting cables, the supplier shall take measures to prevent the cable reel from rolling, such as placing the cable reel on a tray. The Supplier shall be responsible for cable damage caused by failure to fasten, seal, pack and secure the cable or cable reel properly.
Special lifting tools should be used in the loading and unloading of the cable tray to avoid damage to the cable.
All cables shall be effectively packaged and transported. The cable ends shall be reliably sealed with heat shrinkable sleeves and not less than 300mm out of the tray.

1.6 test and inspection
The cable shall meet the following test requirements, and the parts not specified in this specification shall meet the requirements of GB/T12706-2008. The manufacturer will provide type test report according to relevant standards of GB and IEC. All test reports shall be provided independently and separately according to different standards.
1.6.1 Delivery test contents (including but not limited to):
Inspection includes structural dimension inspection, continuity inspection, core wire identification inspection, cable marking and material inspection.
Structural dimension inspection includes conductor inspection, conductor structure, insulation thickness, shielding structure, sheath thickness, outer sheath and outer diameter.
Conductor DC resistance test
Partial discharge test, in which the 26/35kV cable is under 1.73U0, and the local discharge volume is not more than 10pC.
AC voltage test, including 26/35kV cable, the test voltage 3.5 U0kV,5min no breakdown.
Insulation resistance test, including test at maximum rated temperature and test at room temperature

The test items, methods and requirements shall comply with the provisions of GB50168 and Article 19 of GB/T12706.
4) Special test (flame resistance test)
Test range and frequency: the requirements of GA306 and GB/T 19666 shall be met.
5) Check whether the length of the cable manufacturing meets the requirements of the technical specification.
1.7 Supplier Documents and Delivery Schedule
1.7.1 Contents of technical documents
The Seller shall provide the following four types of drawings and materials in paper and one electronic version in stages and batches as required by the Buyer:
Class A: Drawings and data for quotation. (See Table below, Category A, Section X). And provide 3 paper version and an electronic version.
Class B: drawings and data for review. (See Table below, Category B, Section X). Two weeks after the signing of the contract, the seller shall, in accordance with the requirements of the contract, provide four paper copies and one electronic copy for the buyer's review within the specified time.
Class C: Drawings and data for archiving (see Table below, Class C, Part X). Please refer to the unified regulations of the Buyer (factory documents and delivery schedule) for the specific number and time of submission.
Class D: random data (see Section X of Class D in the table below). Please refer to the unified regulations of the Buyer (factory documents and delivery schedule) for the specific number and time of submission.

When providing documents, the Seller shall provide corresponding electronic documents at the same time. The electronic version of the drawings submitted by the Seller shall be DWG documents produced by software no less than version 2012 of the AutoCAD. The Office documents submitted by the Seller shall be prepared in the Office2010 version. The technical documents provided by the Seller shall meet the requirements of digital handover.
1.7.2 Requirements for technical documents
7 The seller shall provide the buyer with the following technical documents in a timely manner, the document form requirements are as follows:
1) Requirements for cable distribution table
The cable shall be allocated by device and area according to the requisition, and the cable reel number, cable specification, cable number and length shall be filled in as required. At present, the cable length is used for inquiry. The design length of the cable and the length of the distribution plate shall be confirmed according to the requisition list.
Note:(1) The seller should pay attention to the correspondence between the model and specification of the buyer and seller to avoid errors in production.
(2) "Seller's corresponding model and specification" is used by the Seller to arrange its factory production and use, and the technical requirements of all cables shall be strictly implemented in accordance with this specification.
(3) The cable model and specification in the logo of the finished cable shall be prepared in accordance with the column of "Buyer's model and specification.
(4) The seller shall, according to the order length of each type of cable and the maximum winding length of the cable reel, divide and number the cable reel, and fill in the cable reel number and the length of each reel in the above table.

Signing of Contract Agreement
The 12.1 winning bidder shall sign a written contract with the purchaser within 15 working days from the date of issuance of the Letter of Acceptance. If the winning bidder fails to sign a procurement contract with the purchaser within the time limit due to the reasons of the winning bidder, it shall be deemed to have given up the winning bid, canceled its qualification for winning the bid, and will be given relevant treatment such as bad behavior record and ban for a certain period of time.
The 12.2 purchaser shall not put forward any unreasonable requirements to the winning bidder. As a condition for signing the contract, it shall not enter into any agreement with the winning bidder in private that deviates from the substantive content of the contract. The signed contract shall not make substantial changes to the bidding documents and the winning bidder's bidding documents, that is, it is strictly prohibited to adjust the services and quotations in the winning project by itself.
12.3 the winning bidder is unable to perform the procurement contract or waives the winning bid due to force majeure, the purchaser may enter into a procurement contract with the winning candidate who ranks first after the winning bidder, and so on.
