　　Basic information of 1. project

Sichuan Hanjiang New Material Co., Ltd. is a large modern science and technology enterprise specializing in the research and development, production and operation of food grade PET bottle grade chips. Its products are widely used in drinking water, hot canned beverages, carbonated beverages, edible oil, alcohol and other food packaging, as well as film, sheet, industrial silk, medical, cosmetics and other electronic and light industry packaging. By the end of 2022, the project will achieve an annual production capacity of 600000 tons of food-grade PET polymer materials. We are now looking for qualified carrier service units that meet the relevant conditions for general cargo transportation services. The transportation of goods mainly includes: PET chips, PET sheets, etc. Transport areas are: East China, South China, North China, Northwest, Southwest and other provinces and cities. This time, it is proposed to select 6 warehousing enterprises.

The service period of this project is tentatively scheduled for two years from the effective date of the signing of the shortlisted contract, and in the course of operation, the service units in the warehouse will be rated according to the service quality of the storage units, the survival of the fittest will be implemented, and the storage of the carrier enterprises will be supplemented in due course to ensure that the number of carriers in the warehouse is not less than 6. The carrier comparison and selection mechanism shall be implemented in the warehouse for individual transport tasks, including transport scheme, price, timeliness, etc.

　　2. Bidder Qualification Requirements

1. The bidder shall be a general taxpayer registered within the territory of the People's Republic of China, with independent legal personality, and hold a valid business license.

2. The bidder shall have the the People's Republic of China Road Transport Business License.

3. Financial requirements: Bidders have a sound financial accounting system and must provide relevant financial statements for 2019-2021.

4. Reputation requirements: The bidder is not in a state of being ordered to suspend business, property being taken over, frozen or bankrupt; In the past three years, there have been no abnormal or loss-making operations, no records of fraudulent winning bids, serious violations of laws and disciplines, and major quality problems in business activities. The bidding qualification has not been suspended due to bad records, and it has not been included in the "List of Defiant Executees" (available on China website (www.creditchina.gov.cn) for inquiries); there shall be no termination of the contract, disputes, disputes, arbitration and litigation records caused by the bidder's default or improper performance. Provide relevant certification materials or promises that there has been no major traffic accident from 2019 to 2021. If it is found that the information filled in is fraudulent, it will be disqualified once verified.

5. Personnel requirements: provide the driver's qualification, social security payment certificate and copy of formal labor contract for nearly 6 months in the unit.

6. Vehicle requirements: No less than 15 vehicles under self-management are in good condition, and the loading environment such as car plates and car boxes is clean, meeting the loading requirements of ordinary transportation. Copies of self-owned vehicle driving license, vehicle technical inspection certificate or inspection report shall be provided.

7, this project does not accept the consortium bid.

8. Qualification examination method: this tender adopts post-qualification examination, and the examination method is qualified system.
