　　I. Basic Project Information
　　
　　Sichuan Hanjiang New Materials Co., Ltd. is a large modern technology enterprise specializing in the research and development, production, and operation of food-grade PET bottle-grade chips. Its products are widely used in food packaging such as drinking water, hot canned beverages, carbonated drinks, edible oil, and alcoholic beverages, as well as in packaging for electronic, light industry fields such as films, sheets, industrial yarns, medical supplies, and cosmetics.
　　
　　Our company intends to publicly bid for a batch of used ton bags. We welcome manufacturers interested in this project and with certain recycling, production, and transportation capabilities to participate in the bidding.

　　V. Bidder Qualification Requirements
　　
　　1. The bidding unit must be a unit with a business license, and the bidder must have a stamped authorization letter from the bidding unit, with priority given to those with environmental protection procedures.
　　
　　2. If the bidder fails to participate in the bidding without reason, their bidding rights and time will be suspended according to the severity of the situation, and the bidding deposit will be deducted.
　　
　　3. Credit requirements: The bidder must not be under orders to suspend business, have their property taken over, frozen, or be in bankruptcy; there have been no fraudulent bids or serious violations of laws and regulations in business activities in the past three years, and no major quality issues; the bidder has not been disqualified from bidding due to bad records, and has not been included in the "List of Dishonest Persons Subject to Enforcement" (checkable on the "Credit China" website (www.creditchina.gov.cn)); no contract termination, disputes, or controversies caused by the bidder's breach of contract or improper performance.

　　5. Qualification review method: This bidding adopts post-qualification review, and the review method is pass/fail.

　　VI. Bidding Instructions
　　
　　1. Bidders should carefully read all the contents of the bidding documents, provide bidding documents as required by the bidding documents, and ensure the authenticity, accuracy, and completeness of the bidding content, so that it corresponds substantively to the bidding documents; otherwise, the bid will be rejected.
　　
　　2. The quantity of used ton bags processed in this bidding is sorted by item, and the quantity is subject to the amount provided by the bidding party's storage department.
　　
　　3. Bidders should seal the bidding documents and affix the official seal of the bidding unit at the sealing point, clearly indicating on the bidding cover: Bidding project name; Sale of used ton bags, name of the bidding party (with official seal), Address, Tel, and indicate "Unsealed upon opening".
　　
　　4. Quantity of used ton bags for sale:
　　
　　Subject to the actual quantity of used ton bags, approximately 15,000 pieces per month.
　　
　　5. Bidding Notes:
　　
　　(1) The winning bidder must comply with the "Production Safety Law" and be fully responsible for the safety of its personnel.
　　
　　(2) Delivery method: Self-pickup. The winning bidder must arrive at the site for loading within 2 days after the bidding party issues the receiving requirements and complete the transportation within the time required by the bidding party. In case of abnormal weather, the winning bidder should cover and bind the goods themselves; otherwise, any issues that arise during delivery will be borne by the winning bidder. No weight deduction for rainy days.
　　
　　(3) During the clearance process, there must be no violations such as carrying contraband or theft, nor should there be any acts of giving gifts or banquets to the bidding party's personnel. Otherwise, a fine of ten times the value of the loaded old ton bags will be imposed, and the qualification for receiving goods will be canceled, along with the full performance bond being deducted.
　　
　　(4) After each loading, the site must be organized and cleaned up immediately.
　　
　　(5) The winning bidder guarantees that after the old ton bags leave the factory, they will not cause secondary pollution to society. After transporting the old ton bags out of the factory, they must strictly comply with national laws and regulations regarding the recycling and utilization of waste products. The bidding party will not be responsible for any liabilities incurred.
　　
　　(6) During operations, any issues with the winning bidder's personnel or vehicles will be the responsibility of the winning bidder.
　　
　　(7) It is strictly forbidden to tamper with the valves, power switches, and buttons at various points in the factory area without authorization. The winning bidder will be fully responsible for any production anomalies caused by this.
　　
　　(8) The winning bidder and their hired workers are not allowed to enter areas outside the work site during working hours; they must not enter the factory area at will during non-working hours.
　　
　　(9) The winning bidder guarantees that their personnel will comply with all safety regulations of the seller after entering the factory. If any losses are caused to the seller due to violations of regulations, the winning bidder shall bear the compensation responsibility.
　　
　　6. Packaging instructions: The old ton bags will be packed into bundles by the bidding party, and the winning bidder will organize the stacking and loading.
　　
　　7. Settlement method:
　　
　　Payment method: Payment upon delivery. The winning bidder may only transport the old bags out of the factory after paying the seller for the goods according to the number of trips.
　　
　　Invoice: The bidding party will issue a VAT invoice of 13% to the winning bidder once a month based on the actual quantity of old ton bags sold each month.

　　All bidding companies will participate in a telephone negotiation bid opening meeting organized by our company after submitting the materials (our company's review team will consist of no less than 4 members), and the top three in the blind bid price will negotiate, with the highest price winning.
　　
　　11. Bid determination method: The highest price wins.
　　
　　12. Performance bond: The winning unit must pay a performance bond of 200,000 yuan/contract cycle within 5 days after receiving the bid notification. The bond will not accrue interest, and failure to pay the performance bond on time will be regarded as a withdrawal from the bid, and the bidding bond will be deducted.
